Haryana Passes New Electronics, E-Waste Policies

Haryana has also set a plan to make a separate semiconductor policy to strengthen its position in India’s growing chip manufacturing ecosystem.

The Haryana Cabinet has recently passed two new industrial policies aimed at accelerating the state’s electronics manufacturing, semiconductor ecosystem and e-waste recycling capabilities, offering incentives of up to ₹200 crore per unit.

The decision was taken during a discussion on the state’s broader industrial expansion roadmap, aligned with its Sankalp Patra commitments and Budget 2026-27 announcements.

According to policy 2026, electronics manufacturing companies that meet the criteria will receive capital assistance ranging from 20% to 30%, capped at ₹200 crore per unit. The policy also provides operational assistance of 50% to 80%, subject to a maximum annual limit of ₹20 crore.

The Cabinet also approved the Draft Haryana Electronics Waste Recycling Policy 2026 to strengthen formal recycling infrastructure and reduce reliance on informal e-waste processing networks. E-waste recycling units will receive 30% capital assistance capped at ₹25 crore per unit, along with 70% operational assistance for five years, limited to ₹2 crore annually.

A major highlight of the state’s electronics push is the proposed 500-acre electronics manufacturing cluster at IMT Sohna near Delhi-NCR. Haryana plans to position the cluster as a hub for electronics production, electronic components and future semiconductor supply chains.

Officials said the integrated policy framework is designed to support circular manufacturing by converting discarded electronic devices into reusable industrial raw materials, while also generating green jobs and promoting sustainable industrial growth.

The state government has additionally announced preferential treatment for electronics products manufactured in Haryana in government procurement, with similar preference to be extended to Haryana-registered recycling units.

Haryana is also preparing a separate semiconductor policy to further strengthen its position in India’s growing chip manufacturing ecosystem.
