India Bets on Memory Chips in Semicon Mission 2.0

India’s semiconductor roadmap enters a new phase as Semicon Mission 2.0 prioritises memory chips to secure a stronger role in global AI supply chains.

India is set to reshape its semiconductor roadmap under Semicon Mission 2.0, with memory chips emerging as the central focus of the country’s next phase of chip development.

The government is expected to prioritise investments in advanced memory technologies, including high-performance memory used in artificial intelligence systems, data centres, and high-performance computing infrastructure. The move signals a strategic shift toward specialised semiconductor segments rather than attempting to immediately compete in leading-edge logic chip manufacturing.

Memory chips have become one of the most critical components in modern computing. The rapid expansion of AI workloads has significantly increased demand for technologies such as High Bandwidth Memory (HBM), which enables faster data processing and improved computing efficiency. Policymakers see this segment as a realistic entry point for India into global semiconductor supply chains.

Under the new mission framework, proposals related to memory manufacturing, advanced packaging, and supporting supply-chain infrastructure are likely to receive priority support. The objective is to build domestic capabilities in areas where global demand is rising rapidly and long-term commercial opportunities are strong.

The second phase of the semiconductor mission marks an evolution from the earlier policy cycle. While the first phase focused on establishing foundational capabilities — including assembly, testing, packaging, and semiconductor design — the new strategy aims to deepen technological expertise and industry specialisation.

By concentrating on memory chips, India is attempting to secure a stronger position within the global semiconductor ecosystem while reducing dependence on imported components. The policy direction also aligns with worldwide investments in AI infrastructure, where memory performance plays an increasingly decisive role.

Semicon Mission 2.0 therefore reflects a transition from ecosystem creation to strategic chip leadership, positioning memory technologies as India’s gateway into the next phase of the global semiconductor race.
