State authorities engage global chipmakers to secure wafer fabrication units alongside emerging Jewar OSAT and electronics hubs.
The government of Uttar Pradesh is actively engaging with international semiconductor companies and foreign partners to secure the state’s first semiconductor fabrication facility.
Speaking to ETElectronicsWorld, Vijay Kiran Anand, Secretary for Infrastructure and Industrial Development, confirmed that active discussions are underway.
“A lot of design and R&D centers are coming up. We still do not have a fab unit. We are working on that. That is a very difficult thing to do. But we are working with companies and countries which are in this space.” said Anand
While acknowledging the high barriers to entry for commercial wafer fabs—with Tata Electronics’ project in Dholera, Gujarat, currently representing India’s sole commercial fab under construction—Anand highlighted UP’s expanding design, R&D, and supply chain ecosystem.
The state’s semiconductor drive aligns with central government incentives, including the initial ₹76,000 crore India Semiconductor Mission (ISM) and the expanded ₹1.27 lakh crore Semicon 2.0 scheme.
“The supply chain players are also there in our state, and we are seeing clusters emerging in the Noida region, and in other areas also, such as electronics component manufacturing.” added Anand
Uttar Pradesh is already establishing a robust downstream ecosystem, anchored by original equipment manufacturers such as Samsung Electronics and Lava in Noida.
Furthermore, the state has allocated 200 acres for an Electronics System Design and Manufacturing (ESDM) cluster near Jewar Airport, where the HCL-Foxconn joint venture, India Chip, is constructing a ₹3,700 crore OSAT facility expected to be operational by 2028.
To further attract multinational investments, UP offers tailored incentives under its Electronics Manufacturing Policy, including interest subsidies, electricity duty exemptions, and stamp duty waivers.
In addition, domestic handset maker Lava plans to invest ₹1,100 crore over five years to strengthen the regional components supply chain.
Leveraging its industrial infrastructure—including dedicated power, land, and water resources—the state is also developing specialized industrial townships, such as targeted ‘Japan City’, ‘Korea City’, and ‘Singapore City’ developments, to support incoming supply chain partners.
