Monday, July 1, 2013: In another good news for the country, the state of Bihar has now proposed for a 100 MW grid station in Patna. The Request for Proposals (RFP) was issued for a solar powered renewable energy photovoltaic project. The Power Holding Company in Patna, Bihar would be offering a 25 years long Power Purchase Agreement for the winners of the bid.
Developers have been invited to submit their proposals till 1 PM on 1 July 2013. The proposal is aimed at projects that would co-locate PV generation and fish farms, according to the state’s goals for catalyzing the rural economy.
To apply for the project, a developer should post a fee of Rs 2 lakh or $ 3,300 apart from the bid processing fees and further a deposit of Rs 20 lakhs for every MW they bid on. The tender form is available on the RESolve Energy Consultant website.
The selection procedure will follow the L1 methods wherein all the competing bidders should aim to match the lowest amount accepted for the bid. We would see competitors bidding against the benchmark amount of Rs 9.85 or USD 0.182 for every kWh hence generated by the plant.
According to the RESolve Energy Consultants, this method of L1 bidding has become quite popular in Indian states and we see a similar process undertaken for the states of Rajasthan, Andhra Pradesh and Tamil Nadu. This certainly is going to be a huge move for the state since this is also the first time that PV projects have been introduced to it.
