An oral hearing on India’s anti-dumping investigation into imports of solar cells and modules from China, Taiwan and Malaysia will be held on 30 November.
The Directorate General of Anti-Dumping & Allied Duties (DGAD) has issued a notification to the domestic industry and other parties and said that it will be chaired by Sunil Kumar, IAS, additional secretary and designated authority, in New Delhi.
Consultancy firm Bridge to India’s latest report said that if India’s antidumping duty petition results in the introduction of trade barriers without other policy level reforms, it will fail to achieve its original goal of supporting domestic manufacturers. Nevertheless, many people in the industry expect some form of duty to be brought in.
Bridge to India said the petition has created “huge uncertainty for the entire solar sector” and comes at a time when an “already reeling” downstream industry is facing extra costs from the Goods and Services Tax (GST), a slowdown in tender activity and an increase in module prices.
