Tata Electronics, C-DAC Partner To Build India’s Semiconductor Design Ecosystem

Tata Electronics and C-DAC have signed an MoU to strengthen India’s semiconductor design and IP ecosystem, linking fabs and OSAT with startups, academia, and industry.

Tata Electronics and the Centre for Development of Advanced Computing (C-DAC), under the Ministry of Electronics and Information Technology (MeitY), have signed a Memorandum of Understanding (MoU) to jointly strengthen India’s indigenous semiconductor design and intellectual property (IP) ecosystem.

The agreement seeks to align with national programmes such as the Design Linked Incentive (DLI) scheme and the Chips to Startup (C2S) initiative, with the aim of enabling a robust domestic semiconductor design framework.

As part of the collaboration, Tata Electronics will leverage its semiconductor fab technology portfolio and Outsourced Semiconductor Assembly and Test (OSAT) capabilities to provide end-to-end design and manufacturing support. The ecosystem will extend to startups, MSMEs, academia, and C-DAC itself, with ChipIN acting as a central enabler.

Tata Electronics is already investing heavily in semiconductor infrastructure, building India’s first commercial semiconductor fab at Dholera, Gujarat, with an investment of ₹91,000 crores (approx. $11 billion), and the country’s first indigenous OSAT facility at Jagiroad, Assam, with an investment of ₹27,000 crores (approx. $3 billion). Together, these facilities will deliver semiconductor solutions across sectors including automotive, mobile devices, artificial intelligence, defence, and aerospace.

Randhir Thakur, CEO & MD, Tata Electronics, said: “By combining our advanced manufacturing capabilities with C-DAC’s role as the nodal agency to strengthen India’s domestic semiconductor chip design ecosystem, we will build a design IP ecosystem that empowers innovators across the country’s semiconductor value chain, from startups to established enterprises.”
