India Seeks Semiconductor Investments at Pax Silica Summit 

The summit brings together 16 nations focused on semiconductors, critical minerals and supply chain resilience amid efforts to reduce dependence on concentrated sourcing. 

India will look to attract semiconductor investments and explore funding opportunities at the second summit of the 16-nation Pax Silica coalition, as countries work to strengthen critical technology supply chains and reduce dependence on concentrated sources of raw materials and rare earths.

Senior officials from the Ministry of Electronics and Information Technology and the Ministry of External Affairs are attending the two-day summit in Washington, D.C., where discussions will focus on semiconductors, critical minerals, advanced manufacturing and emerging technologies. The gathering will also include participants from the Netherlands, Germany and the European Union, all of which have significant semiconductor manufacturing capabilities.

India plans to use the event to showcase its growing semiconductor ecosystem, highlighting progress in chip manufacturing, design, assembly, testing, marking and packaging (ATMP) facilities. Officials are also expected to emphasize the country’s large domestic market and policy initiatives aimed at positioning India as a global semiconductor hub.

A key focus for New Delhi will be access to the United States-backed Pax Silica seed fund, a $250 million financing mechanism designed to support projects related to critical minerals, processing infrastructure and strategic manufacturing assets across coalition member countries. While the fund alone is unlikely to significantly influence large semiconductor investments, officials believe it could help strengthen bilateral cooperation and attract additional capital from global investors.

The United States has said the initiative could help mobilize funding from sovereign wealth funds and private investors managing more than $1 trillion in assets. India and the U.S. have already held discussions on potential collaboration involving semiconductor projects with American participation.

The summit comes as Washington expands efforts to build trusted technology partnerships and diversify global supply chains. The broader initiative is aimed at reducing vulnerabilities linked to supply chain concentration while promoting cooperation in strategic sectors such as semiconductors, artificial intelligence, advanced computing and next-generation data centers.

India is also expected to engage with leading AI and technology companies participating in the summit as it seeks to deepen international partnerships and accelerate investment in its semiconductor industry.
