Tata Power plans to commission its 10 GW solar wafer and ingot manufacturing facility in Odisha by January 2028, according to Chief Executive Officer Praveer Sinha.
Speaking during the company’s media conference call on Monday, Sinha said the project has moved into the preparatory stage, with land acquisition already completed and work underway to secure environmental clearances, water resources, and other statutory approvals.
“We have acquired the land in Odisha, and the initial activities, including environmental approvals and water arrangements, are progressing. Construction is expected to begin in October, and we are aiming to commission the plant by January 2028,” he said.
The manufacturing facility will be developed in two phases of 5 GW each, ultimately creating a 10 GW production capacity for solar wafers and ingots.
Sinha said Tata Power assessed multiple states before selecting Odisha, considering factors such as government incentives, power tariffs, and overall policy support.
“After reviewing the incentives and benefits offered by different states, including lower electricity costs, we concluded that Odisha was the most suitable location for the project,” he said.
He added that Tata Group’s existing landholding in Gopalpur helped accelerate the decision-making process.
“Tata already owned land in Gopalpur that had originally been earmarked for a Tata Special Economic Zone (SEZ). Since the land was readily available, it enabled us to move faster and finalize the site for the project,” Sinha noted.
The Odisha government had approved the project proposal in late 2025. The planned facility, involving an investment of ₹100 billion, is backed by a package of state incentives designed to encourage large-scale manufacturing.
The incentives include a 30 per cent capital investment subsidy, a 100 per cent exemption on electricity duty for 20 years, a ₹2-per-unit electricity tariff subsidy, and full reimbursement of net SC/ST employment-related costs for 15 years.
Once operational, the plant is expected to strengthen Tata Power’s presence across the solar manufacturing value chain while supporting India’s efforts to expand domestic production of photovoltaic components.
