Aqua Illinois Names New President

Aqua Illinois, which is a subsidiary of Essential Utilities Inc, recently announced the appointment of operations executive David Carter as the state president. Carter will be responsible for leading the Illinois team and they will continue to provide reliable and continuous water and wastewater services to around 273,000 customers. Carter has over a decade of experience in the water and wastewater industry, and over 15 years of experience in engineering, consulting, and development. His professional background also includes expertise in business development, strategic planning, multi-location plant operations, safety, and compliance. Carter is the successor of Bob Ervin, who’s continuing his Aqua professional journey as the president of Aqua Indiana.

“I am thrilled to accept this appointment as president of Aqua Illinois,” said Carter. “This award-winning team is recognized for providing Earth’s most essential resource with excellence and integrity. Together, with our valued partners, we can expand access to reliable water and wastewater services across Illinois.”

“David Carter brings vast experience and a multidimensional perspective that sets him apart as a strong leader in the utility management industry. He is the kind of hands-on visionary you want at the helm to solve Illinois’ most pressing water and wastewater challenges,” said Colleen Arnold, president, of Aqua. “We are so pleased to welcome him to Essential Utilities and eager to see how his expertise shapes our growth and service standards.”

Before joining Aqua, Carter supervised Suez Environment’s Midwest Division as the senior director of operations, and general manager. There, he supervised a staff of over 125 employees while also managing environmental and safety execution and pinpointing strategic growth prospects, ultimately, generating an additional $1.5 million in 2019 revenue. Carter has also operated as the vice president of operations at Veolia Water North America and Utilities Inc. While he was serving as vice president of operations at Utilities Inc the company underwent growth in excess of an 80 per cent upsurge in its customer base via system investment sand organic expansion.
