CEL Invites Limited Bids For 30 MW Solar Project In Madhya Pradesh

The tender marks another utility-scale solar initiative in Madhya Pradesh

Central Electronics Limited (CEL) has invited online limited bids for the development of a 30 MW AC ground-mounted solar photovoltaic (PV) power project in Madhya Pradesh.

The tender has been issued under Tender Reference Number C-2(b)/RC/0700/2627/0001 and will follow a two-packet bidding system.

The project includes the supply, installation, testing and commissioning (SITC) of the solar power plant on a turnkey basis at the Sanjay Gandhi Thermal Power Station (SGTPS), Birsinghpur, Madhya Pradesh. The selected contractor will also be responsible for the operation and maintenance (O&M) of the plant for five years after commissioning.

According to the tender conditions, participation is restricted to firms that have already been empanelled under CEL’s Expression of Interest (EOI No. C-2(b)/EOI/704/0388/2025) issued on May 12, 2025.

CEL has specified that eligible bidders must have a minimum annual financial turnover of Rs. 400 million. The bids submitted under this tender will remain valid for 270 days from the date of opening of the technical bids.

Bidders are required to furnish an earnest money deposit (EMD) of Rs. 10 million, and the tender document states that no exemption from the EMD requirement will be allowed.

While bid submission will be carried out online, bidders opting to submit the EMD through a demand draft or bank guarantee must physically submit the original instrument to the deputy general manager, materials management division, CEL, Sahibabad, before the bid submission deadline.

The successful bidder will also be required to provide a performance bank guarantee (PBG) in accordance with the special conditions of the tender.

The tender marks another utility-scale solar initiative in Madhya Pradesh, with CEL combining turnkey project execution and post-commissioning O&M responsibilities within a single contract structure.
