The Central Electronics Limited (CEL) has issued a tender for the supply of two million multicrystalline passivated emitter and rear contact (PERC) solar cells. The last date for the submission of bids is ninth July 2020. The tender is open to domestic and international suppliers. CEL also said that there is no earnest money deposit (EMD) amount to be submitted by the bidders.
CEL said that the thickness of the cells should be 200± 20 microns, and the dimensions should be 157×157 mm (±0.25mm) and must be five bus bars in length. It also said that the minimum prescribed efficiency of the cells is 19.6 per cent.
International Electrotechnical Commission (IEC) standards
The tender also said that solar cell manufacturers and their authorized vendors are eligible to quote the rate. It added that traders or stockists are not allowed to participate in the tender. original manufacturers or their representatives are eligible to submit quotations. It also said that bidders who are not in the approved vendor list of CEL will also be allowed to participate. The unapproved vendors have to supply a sample lot of a minimum of 200 cells according to CEL’s specifications.
The supplier has to confirm that the modules manufactured from the cells conform to the International Electrotechnical Commission (IEC) standards and are tested in an accredited laboratory. An Indian agent can participate in the tender on behalf of the foreign principal/original equipment manufacturer (OEM), or foreign principal/OEM can bid. Both cannot bid simultaneously in the same tender.
The vendors should have a minimum of 50 MW/year in-house multicrystalline solar cell manufacturing capacity. It can also split the quantity and award capacities to two or more vendors as per the production or project requirement.
