Centre Sets New Standards For Solar PV Cells

Promoting domestic manufacturing, the central government has revised the order of Approved Models and Manufacturers of Solar Photovoltaic Modules, 2019, introducing a new catgory.

The Ministry of New and Renewable Energy (MNRE) amended the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order, 2019.

This revision, which has received approval from Pralhad Joshi, the Minister for New and Renewable Energy, is scheduled to come into effect on June 1, 2026.

It has introduced a new category known as ‘List-II’ for solar photovoltaic (PV) cells, as the government focuses more on advancing India’s renewable energy agenda, boosting domestic manufacturing in the sector.

Until now, there has been no List-II due to the limited domestic production of solar cells. Addressing this, MNRE has directed that from June 2026, all solar photovoltaic (PV) modules used in various projects, including those supported by government schemes, net-metering, and open-access renewable energy initiatives, will need to source their solar cells from the new ALMM List-II. This will help ensure that the solar cells used in India’s infrastructure meet stringent quality standards.

Furthermore, projects with bids submitted before the announcement of this order will be exempt from the new requirement to use solar cells from List-II, even if commissioned after June 1, 2026. However, all future bids will need to comply with the new regulation, requiring both solar modules and cells to come from the ALMM lists.

By mandating the use of ALMM List-II solar cells, the government aims to strengthen India’s domestic supply chain, reduce reliance on imports, and enhance energy security. This move supports India’s goal of 500 GW of non-fossil fuel-based power by 2030. It will also boost India’s position as a renewable energy leader, drive innovation, create jobs, and attract investment in solar manufacturing, ensuring high-quality standards for solar products.

MNRE also recognised thin-film solar technology’s potential and specified that thin-film modules from integrated units meet the List-II solar cell requirement to diversify India’s solar sector further.

In the coming months, the MNRE will release detailed guidelines for enlisting solar PV cells under ALMM List-II. These guidelines will provide manufacturers and project developers with clear instructions on complying with the updated requirements.

The government aims to simplify the regulatory process, ensuring India remains at the “forefront” of global clean energy development.
