India, EU Expand AI, Semiconductor and Clean Tech Cooperation 

The two partners agreed to deepen collaboration in AI, semiconductors, quantum technologies and clean energy while launching new research and startup initiatives. 

India and the European Union have strengthened their technology partnership by agreeing to expand cooperation in artificial intelligence (AI), semiconductors, quantum technologies, clean energy and resilient supply chains at the third meeting of the India-EU Trade and Technology Council (TTC) in Brussels.

The two sides also committed to upgrading the TTC framework by the end of 2026 under the Joint EU-India Comprehensive Strategic Agenda.

A major outcome of the meeting was the decision to begin formal negotiations for India’s association with Horizon Europe, the EU’s flagship research and innovation programme, with both sides aiming to conclude the process before the end of the year.

India and the EU will also establish the first EU-India Innovation Hub for electric vehicle charging technologies and testing, alongside launching an EU-India Startup Partnership focused on deep-tech and clean technology startups.

In the digital domain, both partners agreed to strengthen collaboration on responsible AI, including healthcare applications, and explore joint research in high-performance computing for climate modelling, natural hazards and bioinformatics.

Semiconductors remained a key priority, with both sides reaffirming their commitment to building secure and resilient semiconductor supply chains, advancing manufacturing capabilities and encouraging investments in semiconductor and electronics ecosystems.

The meeting also reviewed progress on digital trust services, including digital wallets and electronic signatures, while pledging closer coordination on emerging technologies such as 6G and facilitating the mobility of skilled ICT professionals.

On clean technologies, India and the EU reviewed joint research programmes supported by €60 million over four years, covering waste-to-hydrogen, marine pollution and EV battery recycling, and agreed to collaborate on hydrogen technologies and safety standards.

The TTC, established in 2022, serves as the cornerstone of the India-EU strategic partnership in trade, technology and innovation.
