India, Luxembourg Explore Space, AI, Quantum Tech Cooperation

AI and high-performance computing were identified as additional areas of potential cooperation

India and Luxembourg are looking to deepen cooperation in the space sector and expand bilateral engagement into emerging technologies, including artificial intelligence (AI), quantum technologies, advanced materials and life sciences.

During his ongoing visit to India, Luxembourg Minister of the Economy, SME, Energy and Tourism Lex Delles met Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences and Minister of State for the Department of Space Dr Jitendra Singh. The two sides discussed identifying concrete areas of collaboration and developing proposals ahead of Luxembourg’s proposed State Visit to India in January 2027.

Space emerged as a key area of discussion, building on the India-Luxembourg MoU signed in February 2022 for cooperation in the exploration and peaceful use of outer space. The partnership already includes commercial cooperation such as satellite transponder leasing and the launch of two Luxembourg satellites aboard India’s PSLV.

The two countries also discussed opportunities for Luxembourg’s space industry to engage with India’s expanding private space ecosystem. Potential areas include Earth observation, communication transponders, commercial satellites and satellite subsystems, launch services, ground stations and mission support.

AI and high-performance computing were identified as additional areas of potential cooperation. India highlighted its efforts to expand computing capacity, procure GPUs and develop indigenous large language models, while Luxembourg shared plans for a new AI-focused high-performance computing facility. Both sides discussed connecting companies and institutions from the two countries.

Quantum technologies were also discussed, with India highlighting its National Quantum Mission and progress in quantum communication, computing and sensing. The two sides identified optical communication linked to the space sector as a potential area for collaboration.

In life sciences and biotechnology, India highlighted its BioE3 policy and potential cooperation with Luxembourg institutions in areas such as neurodegenerative and Alzheimer’s disease research. The two sides also discussed opportunities in vaccine development, medical research and nuclear medicine.

Minister Lex Delles highlighted Luxembourg’s growing engagement with India in space, satellite communications, AI, cybersecurity and high-performance computing, while stressing the importance of stronger links between government institutions and private-sector ecosystems.

The proposed January 2027 State Visit is expected to provide an opportunity to advance these areas of cooperation, with both sides working ahead of the visit to identify specific proposals and partnerships.
