Karnataka Tops India’s Semiconductor Drive via ChipIn Support

Ministry data shows Karnataka leading the nation in chip design and tape-outs as central government initiatives drive domestic semiconductor innovation. 

Karnataka has emerged as India’s leading state for semiconductor support under the national ChipIN Centre initiative, backing 81 organisations and completing 73 chip tape-outs, according to figures released by the Ministry of Electronics and Information Technology (MeitY).

Data shared by the ministry shows the state logged 8.8 million hours of Electronic Design Automation (EDA) tool usage—the highest across India. Tamil Nadu ranked second, supporting 79 organisations and completing 33 tape-outs, whilst Telangana placed third with 42 organisations supported and 28 tape-outs.

Highlighting the nationwide momentum, MeitY noted that India’s semiconductor ecosystem is advancing rapidly from initial concepts to physical silicon. Other significant contributors include Maharashtra (32 organisations supported and 24 tape-outs), Uttar Pradesh (24 organisations and 21 tape-outs), and Madhya Pradesh (24 organisations and 18 tape-outs), alongside notable participation from Kerala, West Bengal, Odisha, and Punjab.

Hosted at the Centre for Development of Advanced Computing (C-DAC), the ChipIN Centre serves as a centralised hub offering chip design infrastructure, EDA tools, computing hardware, intellectual property cores, and technical guidance. The facility caters to academic institutions and tech entrepreneurs under the central government’s Chips to Start-up (C2S) Programme and Design Linked Incentive (DLI) Scheme.

The progress comes on the heels of the Union Cabinet approving the “Semicon 2.0” scheme, which carries a total budget allocation of ₹127,500 crore ($13.5 billion). The expanded policy framework focuses on six key pillars: chip design, machinery and raw materials, semiconductor fabrication plants, ATMP/OSAT assembly units, research and development, and workforce talent development, with the ultimate objective of building a self-reliant and globally competitive Indian semiconductor industry.
