Government Arranges Policy Dialogue for India’s Electronics Manufacturing Ecosystem

Could policy reforms unlock India’s next electronics export surge? Government and industry outlined priorities spanning semiconductors, global value chains, MSMEs and trade facilitation to accelerate growth.

The Department of Commerce convened a Chintan Shivir in New Delhi to develop policy recommendations aimed at strengthening India’s electronics manufacturing ecosystem and improving its global export competitiveness.

On 10 July 2026, the event brought together senior government officials, industry representatives, export promotion councils and policy experts to discuss strategies for expanding the country’s role in global electronics value chains.

Organised by the Department of Commerce, Ministry of Commerce and Industry, in collaboration with the Mobile and Electronic Devices Export Promotion Council (MEDEPC), the Electronics and Computer Software Export Promotion Council (ESC) and the Telecom Equipment and Services Export Promotion Council (TEPC), the meeting focused on measures to support export-oriented manufacturing and long-term sectoral growth.

Addressing the gathering, commerce secretary Rajesh Agrawal said the global electronics industry increasingly depends on global value chains and stressed the need for a stable and predictable policy environment to encourage greater participation by international manufacturers.

He noted that policies supporting domestic manufacturing may differ from those required to expand export-led production and said the discussions aimed to produce balanced and practical recommendations for all stakeholders.

Presentations during the event outlined a roadmap for achieving US$150 billion in electronics exports by 2030 while strengthening India’s semiconductor and electronic components ecosystem.

Discussions examined export opportunities in smartphones, servers, speciality electronics and components, alongside the role of resilient supply chains, global value chains and targeted policy measures.

During an open house session, industry participants highlighted the importance of integrating micro, small and medium enterprises into global value chains, which account for nearly 90 per cent of global electronics trade.

Stakeholders also called for harmonising harmonised system (HS) codes and improving coordination with customs authorities to reduce product misclassification and facilitate exports.

Special secretary Suchindra Misra emphasised that maintaining export growth would require both competitive manufacturing and stronger overseas market development.

He added that industry feedback would help shape training programmes being developed by the Indian Institute of Foreign Trade to improve exporters’ understanding of trade agreements, market access and global demand trends.

The event was attended by senior officials from the Department of Commerce, the Directorate General of Foreign Trade, state governments, export promotion councils and companies including Apple, Samsung, Tata Electronics, Foxconn, Dixon Technologies, Amber Enterprises, Micromax, Syrma SGS Technology, Aequs, Bora Exim and boAt.

Participants concluded the meeting with a commitment to continue consultations and convert the recommendations into policy initiatives to strengthen India’s electronics manufacturing and export ecosystem.
