Karnataka Steps Up Global Outreach for Semiconductor Investments 

The state plans an investment outreach programme in Japan while engaging Luxembourg on partnerships across technology, innovation and advanced manufacturing. 

Karnataka is seeking to expand investment and technology partnerships with Luxembourg and Japan as it works to strengthen its industrial and semiconductor ecosystems.

Ahead of Luxembourg deputy prime minister Xavier Bettel’s scheduled visit to Bengaluru from September 7 to 9, Luxembourg ambassador to India Christian Biever and embassy counsellor Maxime Victor met Karnataka minister for large and medium industries, M.B. Patil, to discuss investment opportunities and bilateral cooperation.

The discussions focused on strengthening collaboration in investment, innovation and technology. The Luxembourg delegation was briefed on Karnataka’s industrial ecosystem, skilled workforce and investment opportunities in (knowledge, wellbeing, innovation and research) KWIN City, an industrial township being developed between Dabaspete and Doddaballapura.

Patil invited Luxembourg-based companies, universities and innovation agencies to explore partnerships in the project. He also highlighted the presence of Luxembourg-based Ceratizit, which manufactures advanced cutting materials in Karnataka.

The minister identified steel, automotive, engineering, clean energy, industrial equipment and space technology as potential areas for greater cooperation. He also noted that Bengaluru-based information technology (IT) companies Infosys and Wipro have operations in Luxembourg, reflecting growing economic engagement between Karnataka and the European country.

Separately, Karnataka plans to organise an investment outreach programme in Fukuoka, Japan, to attract semiconductor companies and strengthen ties with the Japanese technology ecosystem.

The announcement followed Patil’s meeting with C. Ramkumar, consul general of India in Fukuoka. Discussions covered Karnataka’s semiconductor policies, research and development capabilities, talent pool and growing network of global capability centres (GCCs).

Patil said Karnataka’s research institutions, including the Indian Institute of Science, provide a strong foundation for industry-academia collaboration. He added that greater participation by Japanese companies could bring new technology partnerships and investments, helping expand the state’s semiconductor ecosystem and supporting broader economic growth.
