China’s new 2026-2030 electronics manufacturing plan targets 30 trillion yuan in revenue and 3.5% R&D intensity, with semiconductors, AI hardware and the wider supply chain in focus.
China has unveiled a 2026-2030 development plan for its electronic information manufacturing industry, targeting more than 30 trillion yuan in combined revenue by 2030 and 3.5% R&D investment intensity. Jointly issued by the Ministry of Industry and Information Technology (MIIT) and National Development and Reform Commission (NDRC), the plan covers China’s 15th Five-Year Plan period.
The strategy prioritises full-chain integrated-circuit breakthroughs, alongside electronic components and materials, intelligent sensors, specialised equipment, photonics, advanced computing and AI hardware. It also seeks a more independent and controllable electronics supply chain by addressing bottlenecks across critical manufacturing stages.
China plans to strengthen its advanced computing ecosystem and integrate AI across electronic information manufacturing. Consumer electronics, including high-end smartphones, PCs, and virtual-reality devices, remain strategic segments.
The targets build on China’s existing manufacturing scale. By the end of 2025, electronic information manufacturing had ranked first among China’s 41 major industrial sectors by revenue for 13 consecutive years. In the first seven months of 2026, China’s integrated-circuit exports reached $216 billion, up 99.5% year-on-year, according to customs data cited by Xinhua.
The plan also covers energy electronics, time-and-space information, intelligent terminals, optoelectronic integrated platforms, space computing and autonomous-driving control systems. It calls for broader public use of the BeiDou Navigation Satellite System.
Liu Bin, an MIIT official, said, “The framework aims to tackle bottlenecks in key areas and build an independent and controllable industrial base.”
CAICT vice president Ao Li said, “Turning scale into systemic strength, as well as moving from leading in volume to winning on quality, will be a major task for China’s electronic information manufacturing industry during the 15th Five-Year Plan period.”
