Industry Experts Hail Delhi Government’s Draft EV Policy 2018

Delhi has proposed to offer incentives on the purchase and maintenance of electric vehicles (EV) while also offering road tax exemption between 2018-2023

Electric mobility experts have hailed Delhi government’s draft electric vehicles (EV) policy 2018, that offers incentives on EVs and charging infrastructure. The policy aims to drive the EV ecosystem across the city with its proposed benefits.

Incentives on electric two-wheelers

As per Financial Express reports, the draft policy proposes to electrify motorcycles in 110-125cc and scooters between 90-125cc segments. It has provisions for a purchase incentive equivalent to 50 per cent of the demand incentive offered under the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) India scheme. This will be supported by another 50 per cent of the FAME India incentive in the form of a top-up incentive that will be provided to vehicles for three years after the date of the notification of the policy.

It also states that road tax, registration fees and MCD one-time parking fee will be waived for all electric two-wheelers from 2018-2023.

Incentives on other EVs

The Delhi government’s policy proposes to incentivise purchasing, maintenance and infrastructure of electric three-wheelers. Additionally, it has proposed to offer reasonable incentives to operators of private stage-carriage vehicles of all sizes to ensure that battery electric vehicles make up least 50 per cent of the entire public transport system in Delhi by 2023. It is planning to introduce 1,000 electric buses in the city by 2019.

The draft has also decided to provide incentives to both manufacturers and customers of electric four-wheelers to boost EV sales in this segment.

EV infrastructure in Delhi

According to the policy, new buildings in Delhi will have 20 per cent EV-ready electric charging stations with conduits installed. Older buildings under RWA and Co-op Group Housing Societies will get 100 per cent grants for the installation of charging points, at a rate of up to Rs. 30,000 per charging point for the first 10,000 Charging stations across Delhi.

In addition, public ECS infrastructure will also be organised with the city divided into 11 travel districts such that one has access to charging infrastructure every 3 km in existing public parking zones, bus depots, terminals and metro stations.
