TCS Wins ₹12.26 Billion Odisha AI Governance Deal

TCS will deploy AI, microservices and secure, mobile-first computing across Odisha’s government infrastructure through OSWAS 3.0, building on a platform serving nearly 50,000 users.

Tata Consultancy Services (TCS) has won a ₹12.26 billion contract to implement OSWAS 3.0, upgrading Odisha’s government digital infrastructure with AI, secure computing, microservices architecture and mobile-first access.

Powered by TCS’s DigiBOLT platform, the system will unify workflow automation, digital file processing, electronic approvals, real-time tracking, analytics, security and integration with government applications. It will also support Odia language and web accessibility.

The upgrade builds on an existing platform serving more than 4600 government offices and nearly 50,000 users across Odisha. Its mobile-first architecture will allow officials to access services and work remotely while improving visibility and accountability.

Vishal Kumar Dev, Additional Chief Secretary to the Odisha Government’s E&IT Department and Chairman, Odisha Computer Application Centre (OCAC), said, “OSWAS has evolved into the digital backbone of the Government of Odisha, enabling seamless, transparent, and paperless governance across the state. Building on this foundation, OCAC, in collaboration with Tata Consultancy Services (TCS), is transforming the next generation of digital governance through OSWAS 3.0.”

Dev added that advanced capabilities, Odia language support and deeper application integration will accelerate decision-making and implementation.

Sushil Jain, Head-Public Services India at TCS, said, “Odisha has been ahead of the curve in using technology to make governance more efficient and transparent. OSWAS 3.0 will build on this strong digital foundation with a more secure, scalable and mobile-first platform.”

TCS’s partnership with Odisha began in 2009 with OSWAS 1.0, followed by OSWAS 2.0 in 2018. The latest contract expands its digital-governance portfolio across Indian states.
