Madhya Pradesh has unveiled its Draft SpaceTech Policy 2025, putting electronics and defence manufacturing at the centre, with BEL, ISRO, and academia driving the state’s bid to become India’s next space hub.
The Government of Madhya Pradesh’s Department of Science & Technology has unveiled the Draft SpaceTech Policy 2025 for public consultation, seeking inputs from citizens, startups, industry leaders, and academia.
Electronics and defence manufacturing are positioned as the cornerstone of the draft, with the state’s electronics base, defence corridor in Jabalpur, and precision engineering hubs in Pithampur highlighted as enablers. Bharat Electronics Limited (BEL) features prominently in shaping the framework, alongside collaborations with ISRO, DRDO, and academia.
Two high-level consultations informed the draft: the first at IIT Indore with over 30 experts from ISRO, DRDO, BEL, academia, and industry; the second at BEL Officers’ Club in Bengaluru, involving more than 40 experts from ISRO, SIA India, BEL, and leading institutions. Both were led by Shri Sanjay Dubey, Additional Chief Secretary, Department of Science & Technology, Government of Madhya Pradesh.
The draft covers the full spectrum of the space value chain: satellite and launch vehicle manufacturing, propulsion, avionics, and space asset development (upstream); mission operations, launch services, ground stations, space traffic management, and debris mitigation (midstream); and earth observation, satellite communications, navigation, and data analytics (downstream).
Infrastructure proposals include Space Manufacturing Parks, dual-use component hubs, clean rooms, testing facilities, and high-performance computing centres. The policy also introduces a ₹200 crore SpaceTech Venture Fund, prototyping grants, IP reimbursements, and incubation support.
Speaking on the initiative, Shri Sanjay Dubey said: “The SpaceTech sector is no longer just about satellites and rockets; it is about transforming agriculture, disaster management, urban planning, and industry with space-based solutions. Through this policy, Madhya Pradesh seeks to unlock its industrial, academic, and strategic strengths to contribute meaningfully to India’s global space ambitions.”
