Targeting India’s 2030 renewable energy goals, SECI issues rooftop solar tender totalling 3.54 MW at academic campuses.
The Solar Energy Corporation of India (SECI), under the Ministry of New and Renewable Energy, has floated a tender for the development of 3.54 megawatts (MW) of rooftop solar projects across leading academic institutions in the northeast.
The tender, released on 25 August 2025, invites bids from solar power developers under the Renewable Energy Service Company (RESCO) mode. Projects will be awarded through tariff-based competitive bidding, with ceiling tariffs set at ₹5.15 per kWh for sites in Sikkim and ₹5.00 per kWh for those in Assam and Manipur.
The proposed projects include 550 kW at Sikkim Manipal University (SMU) Tadong, 700 kW at SMU Majhitar, 125 kW at the Indian Institute of Information Technology (IIIT) Guwahati, 165 kW at Manipur University Imphal, and a significant 2,000 kW at the Indian Institute of Technology (IIT) Guwahati. Developers will be responsible for design, supply, installation, commissioning, and 25 years of operations and maintenance under long-term power purchase agreements (PPAs).
Participation requires a non-refundable processing fee of ₹6,000 and project-specific Earnest Money Deposits (EMDs) ranging from ₹0.123 million to nearly ₹2 million, depending on site capacity. Selected bidders must also furnish a Performance Bank Guarantee of ₹3,715 per kW, valid beyond the commissioning deadline.
The projects must be commissioned within 12 months of signing the PPA, with a six-month grace period available subject to penalties. Any delays beyond this window may lead to forfeiture of guarantees and reduction of allocated capacity.
By targeting premier institutions, the initiative is expected to strengthen India’s clean energy transition while supporting the national goal of sourcing 50% of power from renewables by 2030.
